I travel every week and have several cities listed on my home screen in a weather widget. My s3 didn't require my gps to be on in order to update. I assumed it pulled the time and weather from my mobile provider's nearest tower? Must my gps be on for the most current weather?

Welcome to Android Central! GPS shouldn't be necessary, but you do have to have Location Services on for weather apps to know where you are. You can set Location Services to "Battery Saving" (which means GPS is off, but the phone is using your wi-fi and/or cell signal to estimate where you are).
