    Hello. Welcome to Android Central.

    You can turn Mobile Data on with the quick settings / toggle switch under the notifications shade, or in the Data Usage settings.

    It counts aginst your carriers data plan, so you are paying for Internet usage with carrier data, as opposed to having Mobile Data off and using 'free wifi', which in turn has to be set on.

    All non call and text usage avails of data from carrier transmitters, or wifi if it's available to you.

    Many with limited data, say 1 - 2 gb or less, turn Mobile Data off when not needed. You can track your monthly data usage with the Data Usage graph.

    We are all very gentle here.

    We are. Allow me to add that it's a good idea to set a data usage warning and data usage limit. That way you will avoid any nasty surprises and possible overage charges....once the warning level is reached, you will be notified in the notification bar; once the limit level is reached, mobile data will be cut off. Of course you can reset the limits any time you choose.
