    He says it no longer shows him roaming, but he cannot make or receive calls. Is there something he needs to do in his phone to make it work?

    As long as he's in a network that the phone supports (see Frequency table reference below) and the phone is unlocked (to the best of my knowledge, Verizon phones now ship with GSM Radios unlocked, so you might not get LTE, but you do get access to GSM) he should be able to at least make calls as soon as the SIM card is inserted, of course, as long as the SIM Card is active with the carrier.

    Now, some carriers do require your phone to be registered on their networks, and this might be the case with the one your son is using, and in that case, he'd need to contact the carrier.

    LTE: Bands 4/13; CDMA 1x/EVDO Rev.A: 800/1900MHz; HSPA+/UMTS: 850/900/1900/2100MHz; GSM: 850/900/1800/1900MHz

    Hello. Welcome to Android Central.

    Is the Samsung S4 locked to a carrier, or unlocked? Does it send sms.

    You can check some settings which may help.
    Try Settings - General - About Device - Status, and see if it shows the new carrier / network name and new number. Sims may not always display the number here, it may be Unknown.

    Also : Connections - More Networks - Mobile Networks - Access Point Names, and also Network Mode.

    If the Access Point Names has another set of apn settings for the new sim, as well as his regular one at home, and it switched, well and good. Otherwise you can get the settings from the new sim supplier, although this is more for data and mms.

    He could try switching the Network Mode to standard GSM only, though I'm not sure if that will help.

    If he bought the new sim in a carrier store that might be a good port of call.
    Ultimately the new sim should have installed settings automatically, or be available from the supplier; or the phone may not allow it.
