    Sometimes there's a plus sign and sometimes not...what does this mean?

    I think phone Contacts on most devices are geared to install the + symbol before international numbers, if that's what's occurring in your case.
    Why it appears on some and not others I can't say, but I presume it's how the contact was sourced, entered or merged.

    I am in the UK and though virtually all my contacts are UK numbers, some have the +44 UK code, omitting the next 0, but most are seen as local UK numbers without the code.

    00 works the same as a + of course.

    Someone will know why they are standardized.
