My Google Play store on my Galaxy S4 phone has completely disappeared, how do I get it back?

google play store on galaxy s4 phone has completely disappeared.

The app was not allowing download. The screen dialog box kept saying: background data needs to be turned on. I did everything I was supposed to do. Even took it to verizon. They kept getting the same dialog box. Any thoughts on how to recover it? I cannot find a way to download it again off the internet.

Welcome to Android Central! I assume you already went to Settings>Data Usage, selected Google Play Store, and made sure Restrict Background Data was unchecked, correct?

Is Auto-Sync turned on?
