Welcome to Android Central! Does this occur on both wi-fi and mobile data? Try going to the App Manager, select Google Play Store, and Clear Cache/Clear Data, then Force Stop. Do the same for Download Manager. Does that help?

If not, then go to Settings>Accounts, remove your Google account completely, then add it back again.

It's also possible that there are temporary server issues, so try again in a day or so.
