I purchased a refurb Nexus 7 tablet and it won't charge

I had it plugged in for four hours at least and it won't turn on. Can this be fixed? and if so , where to I take/send it?

Return it to where you bought it, unless it did not come with a charger and USB lead, and you are using your own, in which case that may be where the fault lies.

Oh, I forgot to add that part, I bought it online from the WalMart site...but they wouldn't let me return it to the store and when I contacted the online site, it had been over 30 days ( I bought it in October for a Christmas present) and there was nothing they could do. I'm just wondering if it's worth trying to get it fixed..I paid $99 for it
