Why is my A13 ic hot when I open my Allwinter Tech tablet?

A13 ic is hot when i open my allwinter tech tablet

all ready i remove battery.... when i canect the battery A13 ic is going to be hot.... what can i do...... pls tell me... any one sir....

Just connecting the battery, not turning the tablet on? There's a short in the tablet. It has to go to a repair shop.
