On my HTC One M7 , why can't I install RUU after Flashing Firmware?

HTC One M7 - Cant instal RUU after Flashing Firmware

I have accidentally wiped my phone again using the TWRP v2.8.4.0 custom recovery.. i have relocked the bootloader using the All-In-One toolkit and when in fastboot USB i try to flash the firmware i receive this message:

Have tried swapping USB ports and still get the same message.
I have also tried putting the firmware zip onto the SD card with MTP enabled in TWRP and then installing from the 'Install' option but that just returns a fail each time.

Uninstall the drivers then reinstall. I'd also suggest re-download in the RUU and see if that helps.
