How do I transfer a deactivated Android tracfone to another carrier?

I have an LGL55C andreoid tracfone that needs to be activated. I want to switch that old phone to my iwireless account

You can't - Tracfone uses proprietary firmware. You can only use their phones on their system, and you can't use other phones on their system. (That little message about how many days and how many minutes you have left is firmware in the phone.)
