    I have a samsung neo. I tried downloading some file managers from google play but they still dont seem able to do it. The one that came closest said it had only read me access.

    You're running Android 4 or later, so the only place an app can write on the card (the same rule that applied to internal storage all along) are the root of the card or a folder it created (or is a member of the group that created the folder).

    If you're willing to root the phone, you can use NextApp SDFix: KitKat Writable MicroSD (root) to defeat that, or you can use the file manager to create the folder on the root of the card, then move files into it.
