Why is my phone unable to boot?

phone unable to boot

have a motorola razr m, switched to art under developer tools, now the phone will not complete the boot stage, said might take 20 min, its now been 4 hours

Welcome to Android Central! This seems to happen with some phones. Are you able to reboot? Press and hold the Power button until it forces a power down. Then power back on and see if it boots normally. If not, try booting into Recovery Mode and wiping the cache partition: https://motorola-global-portal.cust...wer_detail/a_id/100222/p/30,6720,8577/kw/RAZR.

If that doesn't work, you may have to do a factory reset from the Recovery Menu.
