why does my screen on my S5 keep scrolling, like a pop can rolling?

This happens on any page ie home, texts, any page that im on. Its not my smart scrol as it is turned off

Hello. I don't know if the S5 has Smart Scroll, but that would cause it on my Note 3. If you don't have it, you're not missing too much. You would notice an eye occasionally flash on the screen, and one in the notification bar.
