    The "hinge" part of the cover broke off. AT&T says the only way to fix this is to completely replace the phone ($200 w/insurance).

    "Charge cover"? You mean the connector you plug the cable into? It's replaceable. How easily replaceable it is depends on which phone it is. Some are just plug-in, some require pulling the motherboard to do it properly. That will determine the labor cost. (The connector, even if it's on a board with a cable, is rarely more than $10 cost - add a little profit for the shop.)
