Why does my phone only pick up emails when connected to wifi?

why does my phone only pick up emails when connected to wifi?

I have just brought a ruggear rg700. I've set up my emails which I receive if connected to my home wifi but when I go out the phone will not allow me to send or receive any. I've looked and it says email synced but when I go further it says touch to sync but nothing happens. Any advice would be appreciated.

Welcome to Android Central! Is your mobile data otherwise working normally? Are you able to browse the web while on mobile data?
