How to trasfer contacts from a S4 to another S4?

If the contacts are Google contacts, make sure sync is enabled for Contacts in both phones' Google accounts (not the gmail accounts). The contacts will sync automatically.

If you have contacts that aren't Google contacts (they all should be), first export to SD card (or storage), then import from SD card (or storage), to your Google account. Then sync (in Accounts/Google account) and when you put that account into the new phone, it will sync the contacts.
