Since the phone is a 3G phone, you can't get LTE. And Consumer Cellular was an AT&T MVNO the last time I looked.

It depends on where you are. LTE is LTE - if you're in an area in which TMobile has better coverage, they're the better choice. If you're in an area where AT&T has better coverage, they're the better choice. The best phone, on the best network, in a dead spot, is about as useful as a large paperback book with blank pages. It'll do about the same damage if you throw it at someone.
