Why won't my S4 download apps?

[AC Question]

Okay, so I have already went to the app manager and cleared the cache, force stopped Google play, and then restarted my device. It's still not working. I click the install button then a blue bar appears and it just never stops. I just started having this problem. Please help.

Welcome to Android Central! Did you also Clear Data from Google Play Store? Also, make sure you Clear Cache/Clear Data from Download Manager.
