Welcome to Android Central! Go to Settings>Data Usage, tap Menu, then make sure Auto-Sync Data is checked on.

There are plenty of toggle widgets available on Google Play Store that allow you to do this with one tap on your homescreen. There should also be a preinstalled toggle bar called Power Control that includes an Auto-Sync toggle.
