The AT&T S4 Active has been unlocked, I put my SIM card in it, but can't get service. I tried adding Verizon's APN information but it won't save.

Verizon has to approve all devices on their network. They do not simply allow you to pop in a SIM card and get service (like AT&T / T-Mobile). Unfortunately you probably won't be able to get service from Verizon via your S4 Active.

And the phone is GSM, not CDMA, so even if they "allowed" it, the phone wouldn't connect to their towers. (To a GSM phone, a CDMA signal is just noise. If you can't connect to the tower, even though the 3G or 4G radios might work, you're not connected, so they won't talk to the tower.)
