    i mean when you do a factory reset on an android does it wipe all data thus factory unlocking it? cause i need this mini phone really bad and it is factory unlocked in to a carrier.

    It would remain locked to the network. Ask that network for an unlock code.

    If the phone is currently SIM-unlocked it will always be SIM-unlocked. Resetting it doesn't change that. (Factory reset uninstalls any apps you installed and it deletes all your information and files. SIM-locking is on an entirely different level.)
