Welcome to Android Central! Conventional MMS messages usually have a filesize limit of around 1 MB, so a 30 second long video will definitely be too big (even if the resolution is really low). Since Android doesn't use iMessage, your options include:

    1. Upload your video to YouTube and share the link privately with the recipient.
    2. Attach the video to an email (assuming the filesize isn't too large to be an attachment).
    3. Convince the iPhone user to install Hangouts and send the video via Hangouts. When you send a video via Hangouts, it essentially uploads the video to your Google+ Photos and shares the link privately with the recipient.

There are also other 3rd party messaging apps you could try, like WhatsApp or Viber. But that usually requires the recipient to use the same app as well.

If it's under 1MB, you can even text it.

You can use a site like MEGA.
