Welcome to Android Central! That's a bootloop, and can be due to a lot of things (all of them usually pretty bad). The best you can hope for is that the battery drained for some reason, and can't sustain the boot process, so force the device to power down completely by pressing and holding the power button for 10-15 seconds. Then let the tablet charge from a wall outlet for about 12 hours without disturbing it. See if it will power up normally then.
If that doesn't work, then you're probably looking at a glitch in the firmware or hardware. There may not be much you can do, and the cost of fixing it will likely not be worth it. Have you tried contacting RCA support?
