Why wont my iRulu V1 read the SIM card? Seems to not be unlocked?

I ordered an iRulu V1 recently that was supposed to come unlocked, ready to pop a SIM card in and go. But it will not read the SIM. I know it works, after I tried it I put it in a different phone to be sure it wasn't the SIM altogether. After speaking with tech support with the SIM provider they advised me that the phone is probably not unlocked. I've tried emailing and calling the customer service number for iRulu but have not gotten any sort of reply. can anyone help?

Welcome to Android Central! Did you buy it direct from Irulu, or from a separate store?

B. Diddy, any suggestions? See, my daughter traded and got an iRulu V1 and has been using her prepaid attgo sim in it. Her minutes ran out, I added more and now the phone isn't recognizing the sim card. I factory reset the phone, I cleaned the pins and even lifted up a little bit also put the sim into another phone and it works. Any suggestions?
