Tiny flashlight app is stuck on I cannot turn it off or turn off the phone?

How do I shut this off it has a rate this app screen and bothing happens when you touch any buttons

If the phone has a removable battery, pull the battery, wait a second, then put it back. The phone will be off.

If not, hold the power button down - it could take as long as 30 seconds - and the phone will restart. (If it doesn't, the phone is pretty hosed - that simulates pulling the battery.)

Then after you power back on, uninstall that app immediately. A lot of flashlight apps are shady--they request lots of unnecessary permissions. The only permission a flashlight app really needs is for the Camera, since the LED flash is part of the camera.
