Why does my Huawei Ascend G630 claim "insufficient space" regardless of how much is free?

Any time I try to install an app from the Play Store, it immediately throws up a "There is insufficient space on the device" error. I've tried everything. App managers, LINK2SD, partitioning the SD card, setting the default install location to the SD card in the UI, manually setting the install-location via adb, uninstalling everything I possibly can from the internal memory - no cigar. A factory reset works, for a while, and then it starts throwing up the same errors again. Sometimes wiping the Play Store cache also helps momentarily.

What's telling (that this isn't a straightforward storage issue) is that it throws up the same error when trying to install Apps that are < 1KB in size - eg. "pro version" unlocks and the like. Any ideas?
