Galaxy S5 running lollipop did not backup properly to Verizon cloud storage or Google Acct. It seems that the contacts were only stored locally. Is there anyway to do a deep recovery or use a third party app/software to restore any lost files? There are some I have found online, one being called Tenorshare, but i'm unsure if they are reliable or worth paying for.

Welcome to Android Central! If they were only stored locally, they were wiped with the factory reset. Whenever entering new contacts, always look at which account is listed--make sure it's the Google account, not the Phone account. It can be very easy to miss that while entering a contact.
