I received a request from an unknown device outside my apartment suite to start screen mirroring with my samsung smart tv. I denied the request and looked up the model number that was saved in my tv. The device ended up being a samsung tablet. Does this mean the device was connected to my home network? Or can a samsung tablet/phone that is not connected to my network still request screen mirroring with my tv if its in range?

It's direct wifi - from the phone to the TV, without connecting to your wifi network. someone in your building saw the TV as a ddirect connect device and tried to connect to it. (In most countries that's considered illegal, but it's up to you whether you want to post a notice in some common area letting people know to not try it, contact the authorities or forget about it.)
