Welcome to Android Central! Which phone? What do you mean you updated it--a system update?

Does this occur over both wi-fi and mobile data? Have you gone to Settings>Apps>All, selected Google Play Store, and Cleared Cache/Data, then Force Stopped? Do the same for Download Manager as well.
