why are my photos stuck in the cloud after activating a replacement phone?

I activated a replacement phone and none of my photos are in the gallery. They are in the cloud only how can I get them into my new phones gallery?

Welcome to Android Central! Which phone? Are you looking in the stock Gallery or the Photos app (the one with the pinwheel icon)?
