You have to call Verizon (or go into a store) and add data to your plan, and do an equipment swap (change their records to your new phone). (Adding data will cost more per month.) I don't think they allow smartphones on a no-data plan. (If they do, they've changed policy since I last looked.) But you still have to do the equipment swap. Their towers are still looking for the ESN of the old phone. (It's on the label under the battery or on the box the phone came in if you still have it.)
