9 inch irulu won't turn on or charge

irulu 9 inch when plugged in it flashes a screen with battery with lighting bolt but that is green. When unplugged it won't turn on. Any ideas on how to fix or what is wrong? I don't think it is charging either.

The fault may be with the charger, USB lead, USB port, battery, or elsewhere. Check the USB lead first....see whether moving it while attempting to charge makes a difference. If so, the lead may need replacing, or the USB port may be dirty or damaged.
