Apps running secretly & draining my battery on my HTC 6435LVW

My battery life has been draining super fast lately, I've tried a factory reset and everything but nothing seems to help. I recently installed the app 'Battery Doctor' and it shows me that there are, on average, 30+ apps running secretly. I click Optimize now and it will only work for a couple of minutes before they all start running again. I don't know why this is happening and I need help. If you need more information just let me know. Most battery power is being consumed by 'Google Services' and I've turned off location, wifi and mobile and it still drains super fast.

You can go into settings and force stop stop the associates apps and perhaps disable them as well. But if you factory reset it and they are still running, what are those apps? Its a Verizon phone so it could be anything from bloatware to old Google services.
