AC Question

I have turned off all wifi accessability, including the mobil data, and the phone continues to turn the wifi on. Is there an update that im unaware of that would fix this?

Do you have location services on? If you do, and it's set to use WiFi for location, whenever an app polls for location it can turn WiFi on even if the general switch is off (it's right there on the disclaimer). However, if this is the case, WiFi should, in theory, turn back off on its own after the location has been acquired.

If you boot your device in Safe Mode, does it do the same? If it does, it's a system issue. If it doesn't, it's an app gone rogue.

What carrier is it with? Could be the carrier has a wireless optimization turned on. Just go into settings, more networks , mobile network and you should see wireless optimizer or something like that. Uncheck it.
