Is it normal that GS4 can easily drain their battery?

After my GS4 is done charging I don't use it often but after a few minutes about 10-11 theirs already 1 empty bar in the battery icon on the top left? Is that normal?

If the battery is old, and has not routinely been charged ideally, it may be normal enough. Alternatively it may be a battery charge reporting error.
What do your battery stats reveal as the main users of charge during this brief time?
