The Phone is not under any kind of service right now, just wondering if I could get tracfone service on this phone and how i would go about hooking it up with tracfone.

Welcome to Android Central! From what I can tell, Tracfone only allows CDMA phones for their Bring Your Own Phone program: https://www.tracfone.com/direct/cont...!1427610799650. The Nexus 4 is a GSM phone.

Not only does it have to be a CDMA phone, I believe the standards require that it be Verizon-compatible but unbranded. IOW, you have to buy a Verizon phone from the manufacturer. What they're really saying is "we don't want you to bring your own phone, because it's too much trouble for us to get it set up".
