Depends on the phones but the option should be available in the settings of the app drawer. The user would be able to un-hide if they know what they are doing. I use SecureTeen Parental Controls for my sons phone but that requires a subscription as well.

Not sure if it's viable since these are work phones, but using a custom launcher like Apex allows you to hide apps from the app drawer without disabling them.

Go Launcher allows you to hide apps behind a lockscreen type dot password.
