    hi all-

    Looking for a T-Mobile phone that can be used on AWS carriers such as Wind or Mobilicity in Canada. Would phones with blocked IMEIs be usable outside the US and roaming in Europe, or is the blacklist for these phones global?

    Welcome to Android Central! A blacklisted phone was essentially reported as stolen, so you should avoid dealing with these items.

    Blacklists for phones are going global to help stop the resale market of those devices. I would have to say if its blocked then it in all likelyhood will not work elsewhere. Yes exceptions do exist but you don't want a stolen phone.
