Why can't multiple users on galaxy tab S access all the apps?

When I create a full access second user on my galaxy tab S, they can access the default apps/bloatware, but anything I have downloaded as the master account has to be re-downloaded on the second user. Is this normal? It seems like a total waste of space. The description of multiple users always says users have access to all the apps, why am I not seeing this?

I have never used a tablet like this. I would guess it's mainly for privacy.
