    Welcome to Android Central!

    Not all phones are able to move their apps to the SD card and not all apps are capable of being moved to the SD card. If your phone is rooted then you might be able t move the apps to the SD card with a rooted app that does this feature.

    An app that has code that can't run from the SD card can't be moved to the SD card. Rooted or not, some code won't run from the card (unless it's mounted as the phone's internal storage, in which case you wouldn't be asking, because you'd have mounted it that way because you'd know to).

    Android was never designed to run apps from external storage. That some code does is nice, but it's not part of the design, and it's not guaranteed to continue, or to work with any given app.
