If you have a computer, connect the phone to it with a USB cable and place the new SD card in the computer. Than just open each of them on a different window and "grab and drop"

It should. Make a temporary folder on the PC. Plug the 4GB card in. Open it, so you see the folders on the card. Select all (Ctrl-A in Windows). Drag that (drag any folder and everything goes) to the temporary folder. Remove the card. Plug the 16GB card in. Open it so you see the blank card. Go to the temporary folder and select all. Drag that to the card. Go read a book.

If you have an Anker dual-card adapter (they're about $9 - Anker USB 3.0 Card Reader 8-in-1 for SDXC, SDHC, SD, MMC, RS-MMC, Micro SDXC, Micro SD, Micro SDHC Card) you can put one card into the microSD slot and the other card, in an SD adapter, into the full size SD slot, and just drag the files from one card to the other. (I just did that last week from my 32GB card to my 64GB card - and watched TV for a few hours.) (Put the micro card in first, or you'll end up taking the full size adapter out to put the micro card in - unless your fingers are as thin as needles.)
