How do you unlock the bootloader when fastboot oem unlock fails?

Am trying to fix a boot loop on my 2012 Wifi nexus 7. I can't unlock the bootloader to restore to a factory image - I get

(bootloader) unlocking...

is there any other way to unlock the bootloader or to overcome the bootloop?
