Why is there no unlock prompt on my S4 with another carrier SIM card inserted?

I've received my S4 unlock code and inserted another carrier's SIM card but when I power up my phone (when I should be prompted for an unlock code), the phone takes me to the standard unlock screen and searches for service...which, of course, it never finds. S4 is an M-919 and my service is GSM (T-Mobile); other carrier card is CDMA (Verizon). ???

The T-Mobile phone does not have the CDMA bands to work on Verizon. It has the LTE bands but not the CDMA ones
