Can the desktop be locked?

Hi, I'm running a default factory install of android (4.1.1) on my phone (alcatel onetouch 4030x), is it possible to do the following,

1) Lock the icons on the desktop,
2) Lock the desktop too only one desktop instead of multiple desktops (currently i can slide the desktop too 5 different ones).

Probably not with the stock launcher, but with Nova Launcher you can lock and unlock it from the launcher's settings, and temporarily unlock it from the desktop if you really want to move something. (Locking is total - if the desktop is locked, icons can't be moved. If it's unlocked they can be moved around one desktop or to other desktops, deleted from the desktop [that doesn't uninstall the app], renamed or have the icon changed.)
