Received 2nd Note 4 phone but fast charge doesn't seem to be working using two different chargers, what should I do?

Received 2nd note 4 phone but fast charge doesn't seem to be working using two different chargers

So thought i had a faulty phone i sent back and got a brand new sealed exchange however upon charging that too i notice that it doesn't fast charge either nor do i get a notification this is a U.K charger however the adaptive fast charge logo isn't imprinted the input for the charger is 0.35A with an output of 2A was wondering what could be the issue

Qualcom QuickCharge 2.0 chargers should have an output of 3 Amps at 5 Volts. That sounds like a QuickCharge 1.0 charger.
