Samsung galaxy s4 won't charge if screen is active / on

Samsung galaxy s4 won't charge if screen is active / on. It's really irritating problem. My s4 won't charge if screen is active, even so the "bolt" icon on battery icon is on. Actually it is decreasing battery life (example . battery is 56% and after 10 minutes of being on mobile phone it decreases on 55% and it take very long time to get back to 56%) . I don't know what is the issue here... Is it battery ? Or hardware (USB cable or charger).

On contrary, if I leave my phone without letting screen on , it's going to charge itself for 3 hours with no problem. Same goes if it is turned off and charged .

Are you plugged into a 2 amp output charger or some cheap generic thing putting putting out 1 amp or less.

You should look at battery in settings when it is charging and make sure it says it is charging "AC" otherwise you might have a bad USB connection. Could be caused by the port on the phone, the cable, or the charger.
