Why does my phone has a weird boot up and I can't wipe data?

Why does my phone has a weird boot up and I can't wipe data? I'm using Samsung Galaxy Ace 3. So I was wiping data and then it stops loading and it automatically reboot and shows this weird boot up and reboot again automatically? And also, after I flash CM12, it also shows this weird boot up. I already flash CM12 before but now, I can't get it work. I'm using CM11 right now and it works without this weird boot up showing up but still, I can't wipe data.
