I recently got a Fitbit Flex and was wondering if I need to always leave the Bluetooth on so the app can receive my data. Or can I turn it on in the evening when I get home and it'll get all the day's data then? Does leaving Bluetooth on hurt the phone or battery, cause any issues. etc?

Having Bluetooth on does consume battery. However, I wouldn't say it's very significant. If you want just turn it off then back on in the evening as suggested in your post. The device will retrieve the information at that time and update accordingly.
