I'm thinking of getting a 128gb Galaxy s6 edge but I was wondering does more storage help keep the phone performing well..

That much internal storage won't really add much to your performance. Higher RAM will certainly contribute to better performance, but not necessarily internal storage. Where it might help is if you habitually bump up against your storage limit (which would cause low storage warnings), but you'd have to be storing a lot of stuff if that was happening on a 64 GB phone.

But let's say if your memory is almost full doesn't it make your phone sluggish and lag..

I'm not sure if it'll make the phone actually lag--but you'll keep getting low memory warnings. If you tend to store a lot on Internal Storage, and also install lots of large apps, then by all means, get a phone with as much internal storage as you can afford.
