Welcome to Android Central.

Do you mean that you do not have a Mobile Data setting in Settings, and are therefore unable to switch on mobile data?
Or that you have put a SIM into the phone and have added credit, but that your phone will not connect?
If you could be more specific we may be able to help....alternatively, your network provider would certainly be able to advise.
